Consider this as an option , not the solution .
In your case , user is opening webi report and selecting input control value.It says user has full data access .
I think this can be easily achievable by putting some effort manually , I assume this will not be requirement for all users !!
apply section on the column you are using as input control . we can do it on the view time .Report need not to be developed with section applied on the object .
Applying section gives your Bookmarks in PDF when exported to PDF .
with the in built feature in PDF , we can make it simple to get 15 0 files out of 1 easily.
