I'm glad you eventually replicated the problem, however, the fact that you cannot see this as a bug is simply beyond me! Unless you have some other definition of "Zoom to Entire Page" then it clearly does not work as designed. The fact that the viewer control can handle zooming past this (to a significant level) clearly indicates that it is not some kind of artificial limit or "by design" behaviour on the initial maximum zoom level. If the viewer had reached the maximum level for all zooming then fair enough, but how you are trying to justify this as an Enhancement Request just does not make any sense.
Can you please re-categorise this as a bug and escalate it to the development team to be included in the next service pack?

P.S. In our case it is not possible to limit the initial size of the window to 1080 as the application design does not allow this and would require the user to resize the whole application window which would not be acceptable.
